It's a symbol taken from the flag of Alderaan, meant to remind all of the evil of the Empire.
Named the Alliance Starbird, it's a representation of a Starbird.
It's a tattoo Mon Mothma has on her left butt-cheek.
It's the symbol that represented the Jedi Marek's family.
It's meant to look like the crest of a crown, to show the nobility of the Alliance.
It's simply a majestic looking image that they chose to inspire confidence and seem more legitimate.
